How to Fix Second Monitor Flickering or Going Black on Windows 11 — The Signal Negotiation Problem
Your second monitor randomly goes black for 1-3 seconds then comes back. Or it flickers with brief blackouts every few minutes. It works fine as the only display but misbehaves as a secondary. The cause is a refresh rate, cable, or HDCP handshake that keeps failing.
